Born in 1941 in Orange County, Florida, and raised in Marion County, James A. Kemp has spent eighty-five years living a life defined by service, discipline, adventure, and faith.
James dedicated twenty-five years to law enforcement, serving in roles ranging from patrol officer to state-certified instructor. Early in his career, he was named Policeman of the Year and went on to train officers across Florida in breath testing and DUI enforcement, work that contributed to statewide law enforcement education and certification programs.
His career earned commendations from the Florida Sheriff’s Association and the Florida Chiefs’ Association, alongside multiple instructor certifications that shaped how officers across the state were trained.
Beyond law enforcement, James built an extensive second career in aviation and maritime leadership. He earned his Private Pilot’s License, holds a USCG 100-Ton Captain’s License, and operated a commercial deep-sea fishing vessel.
He is also a certified wreck diver with more than forty years of experience exploring underwater environments, a discipline that, like his faith, rewards patience, preparation, and respect for what lies beneath the surface.
